Best Way to enable "To Top" Link

Guys,

Please tell me what the best practice is for the “link to top” style link on a page. So that if a user is on a scrolling page they can click and it will link back to top.

I was thinking an empty div with a spcific ID that lives under the nav? If you have a better way please share.
