do you mean you want parallax? Or it being fixed as in position?

Sure!

  1. give the .panel class position:relative
  2. add a 2nd class to the panel with the video (eg “videobg”)
  3. make it position:fixed and set it to bottom full width and -1 z-index
  4. the panel above the video needs space at the bottom to show the video underneath, so also give it a second class (eg “special”) and give it margin-bottom:100vh
