Section Links initially scroll to the wrong location

The section links on my are exhibiting a strange behavior, where the initial link on the top menu takes two clicks to scroll to the correct location on the page. Thereafter, the links behave as expected.

Does anyone have any idea what is causing this issue, and how I might correct it?
