Scroll into view port animation

Hello everyone, so i have two issues here:

1. Im seeing some unnecessary space between sections in preview mode but not when i am on the designer mode & i really need to clear that up (please see screen shots to understand what i mean)
   

   
   
   
   

2. I’m having issues creating a scroll-into-view animation. I found a web flow website with what I’m trying to create but I’m still stumped for some reason. Im trying to create a scroll into view animation where one section scrolls over the other. I made an attempt but its not quite right.
