Definitely, you just need to give the Rich Text Element it’s own class and then you can style all blockquotes that appear within that specific RTE class—without affecting any other blockquote instances:

You can easily solve this problem by creating a “default” Rich Text in a styles page. There you assign a class like rich-text-element and customize it however you want. And on the other pages where you need to use the element, you use the same class.
This goes even if Rich Text is CMs.
