Opacity will not work with interaction on the Mouse Hover animation

Hello, I have put my “project image effect” in absolute and -1. When selecting the collection item, I select an animation, once inside the setting, I then select the project image effect and try to dim the opacity to create the mouse hover effect but the opacity will not dim when I try to do the animation. can anyone help?
