I was tried to localize my CMS collection to be another language, but after I set it up, it doesnt changed at all. It seems that my STARTER plan didnt support CMS localization compared to other generic content.
Is it true that I need to upgrade it have its fully functions ? I just need some clarfiications.

The Starter plan is free. I think you can experiment with localization, but you cannot publish a site with localization, and you are limited in the amount of content you can localize.
Generally the approach is to build out your full site, the way you want, in your primary locale. Then add a hosting plan, and localize it. Make it live at any point you’re ready.
