Is there a simple way to set the nav bar offset so that the page section link work using that offset

my links to page sections ignore my navbar height- I am now wondering how to set a navbar height as I did not use the built in navbar component - I created my own component assuming that all settings for a navbar could be defined and that there is nothing proprietary about the built in navbar component!
