Interactions button is missing?

Hi!

I’m new and I’m working on some designs but I can’t use the Interactions panel because the button is nowhere to be found. Am I doing something wrong?

I didn’t do exactly what this said but I did switch my browser from Safari to Chrome and now it is visible.
