How to stop "zoom" on mobile version

Its annoying. Can’t figure it out. If you open “test web design page” on a mobile device. You can pinch zoom out. How do you stop this from happening? I did search and found this code on this forum … but all that did was eliminate zoom but it allows people to pan all the way to the right where its blank. Any help?
