How do I create this page with sidebar that loads new page to the right?

The exact concept I want to create is this page:

So there’s a right sidebar which stays no matter what link you click, and the right half views a new page depending on what link is clicked on the right. But both of these items are totally separate from the top navbar which is constant through every page in my website.

I would love a cloneable project for this as I am not super saavy.

The content on the right loads because the whole page loads. The left column is sticky. Right column is not.
