Horizontal scroll, text link to different divs on same page?

I am trying to have a horizontal scroll for my entire side to achieve a kind of buisness card effect. I really want to link a text link to a div Id so that when I click the link it scrolls my div frame to the div with the corresponding id (much like sections)

how can i achieve this?
