I meant horizontal scrolling. Can I do it in webflow right now?

We are actually currently building a new feature called “Sliders” which can be used to create an effect similar to the site that you linked to – you’ll be able to create “slides” of content, and provide users with a way to scroll through them.
Should be released soon!
