The site you link uses scroll hijacking and Webflow doesn’t propose that yet.
Also the site you link is a kind of work of at, it’s difficult to invent, prototype, design and develop. Maybe very difficult. It’s a lot of test, time and effort.
And a lot of people just hate that kind of site that is hijacking the scroll. It may look cool for you with your mousewheel, but it’s less cool on a trackpad, and on my wacom tablet it is just a pain, FYI (:
