Fixed image alignment with Background

Hi,

I am trying to do the following design but facing issues for responsiveness.
I took a blue image as an image and I have aligned profile image using the position property but the blue image size is changing according to window size and profile image has fixed width so it’s not aligning to specific circle which is on the blue image.
On clicking profile there will be a small popup with more information so all profiles must be clickable.
I have shown a small circle in an image where a profile image should be placed.
Can anyone please help
