How do I design something similar to this where the text has a rounded background like this which I can put overtop an image.

I would use an SVG text graphic with the shape around the text, then place it over the photo. Or use a PNG photo and cut the shape out in the vector program. The first option will allow the text to move around without losing the spacing. The other way will move around on responsiveness.
If you want to guarantee spacing, save the entire graphic as a PNG, then place it.

Yeah I hear ya. But the curve at end is the problem. Can’t do without it being an image, unless you don’t mind it moving when scaled responsively. Because it will move side to side if you use div shapes.
