I have been looking at numerous methods to try to create an effect similar to the scrolling found at https://www.smallvictori.es/ but have not made any significant progress.
Any advice would be appreciated.

The only way to do that is with custom code unfortunately. I suggest looking around on google and seeing what you can find. I’m not sure what you’d even call that type of behavior.
