Creation of a 2 row navbar

Hi,

I am trying to create this kind of 2 row navbar (2nd row only appears in the respective section).
First it should look like this:

and in the section “explore data” it should look like this:

Can anyone help me with that? I have no clue how to build it. is it always in 2 rows but, hidden until the section?
