How do I go about setting something like this up in webflow. I tried looking around google, but I’m not really sure what js library is being used to create this image interaction. If someone could point me in the right direction, thanks!

This site is using custom animation libraries which have features not available in Webflow. Take a look at greensock.com.
You can implement custom code in Webflow projects so it is possible.
