13 inch and 27 inch screens

Hello,
I think I may be misunderstanding something, but how can I design something for a 27 inch monitor and something for a 13 inch monitor?
As you know, today laptops are usually 13 inches and nice office computers have 27 inch monitors.

Also, when I used my 12.9 inch iPad pro I saw the desktop version instead of the tablet version, what’s up with this?
