Trigger Pop-Up opening via Link

Dear all,
what I currently try to implement is to create a link which will have the same effect as clicking on the very bottom here https://www.listenfield.com/ on the “privacy policy” button.
I want an invisible div block to become visible and show the pop up window.
Is there a way to do this? I’d like to link this “pop-up-window” to an app, that’s what I need the link for.
