Step-by-step animation is not working properly (android / ubuntu)

I want to create step-by-step animation in scrollable horizontal container, but it won’t animate properly on android and ubuntu.
Elements won’t start animating, unless page is scrolled vertically for a bit.

It’s working fine on mac / chrome
