Send emails to user once a new CMS is added "for specific tag"

Hello,

I want to send an email for newly added CMS item for a specific tag.
E.g send an email for a blog post about Technology for any user signed for this tag only and not other tags e.g ART or politics.

I used this as basic guide but it is not what I want.

What have you done so far? How are you accepting subscribers for a category?

It didn’t worked with me, I didn’t find a tutorial to follow.
