I’m building a real estate site for a client and would like to know how to setup a customer portal where current renters can pay their rent on the site.

Webflow does not provide the functionality that you are looking for. The easiest workaround would be to use a third-party form processor that includes payment features. You would set that up then just embed a form on your site. If you need user profiles you could wait until Webflow comes out with that or us a membership plugin that works with Webflow. Both form and membership apps that work with Webflow can be found in the university under integrations.
