Pop up window doesnt swipe

Can anybody tell me why the pop up window not swiping?

As shown in screenshot the pop up window doesnt swipe in order to press the submit button.
How to make it a way that it could be swiped?

I mean that the pop up window is fixed and not swiping up or down. And because of that it is difficult to press submit button. Sorry for my english

On your model wrapper try setting the Overflow to scroll or automatic scroll
