I hope everyone is doing well. I need help designing this layout. I could design something similar but it looks extremely clumsy. If anyone has a better approach. That would be greatly appreciated.

Looks like you need a bit of custom graphics - for the arrows and circle.
Then you could make a 3 column section with a set width. Add in a 2 column section above and below with the same width for the arrows. That way you can set the position of the arrows based on a set width that relates to the text. For the circle, you can place it as a background or put as transparent image.
Most likely this would need to be set out differently for responsive, especially for mobile. I would suggest arrows pointing down for that.
