Need help understanding what I'm doing wrong

I’m not sure what I’m doing wrong here. My left nav bar has a z-index of 0 as well as every other section. I don’t quite understand this is happening. (see image)

I have a feeling this might go along with the issue of creating a left nav bar. In order for it to work, every other section has a left margin of 329 px. Does anyone know a better way to create a left side nav bar? I’m thinking that might solve my original issue.
