Scroll to Hidden Section

Hi Everyone,
I am trying to set up a website, with tab menu’s that scroll down to a section when clicked. I also have Tab Menu’s within Tab Menu’s. The first Tab Menu click goes scrolls to the second tab menu. The second tab menu is supposed to scroll to the tab content. (the tab content has the jacket, text, button etc.)

Any ideas on how I could make the tab menu’s scroll down to the top of the tab content?

Here is what I tried:
I have added an offset and it only scrolls down as far as the offset is. I know I could just make the offset very large so it scrolls down to the bottom, except then it would scroll down to far on mobile.
I also tried doing the same thing with a separate div block, and it only was a little better of a result.
