Hello all, I have seen folks create a navbar in a separate section and I’ve folks nest a navbar within the hero section? Is there any specific reason for this? What is the best rule of thumb? Thank you in advance.

In my opinion, and since the web is marching towards a very visual era, best practices in hierarchy and structure are a thing of the past.
Create your page the way you think it will have the best value to you & the visitors.
In general, a classic HTML structure places the nav element directly under the body.
