NAV won't stick!

Hi There!

I know this is probably going to be a big no-brainer easy one for someone out there, but it’s has stumped me, so I’m reaching out. I’ve rebuilt my NAV and I cannot for the life of me get it to stick at the top!! Can someone please let me know why it won’t stay put while I scroll?
