for some reason the nav bar icon doesnt work in anything below tablet form, i changed the block settings and it only drops down on the landing page but no other page.

About your issue - change (Like default) - .cool-nav to “position: relative;” Thats it.
The idea behind is here (-or- google it) - the drop down menu if absolute inside relative div
- out of topic - dont use negative margins (Only for very special cases).
