My Nav Bar is fixed in Design mode but isn't actually working

Hi, PLEASE HELP!!!

I have a problem that my navigation and footer is fixed in preview mode, and I want it to be fixed like that. However when I put it in preview mode and publish it, it’s not working… I don’t know why but I keep create the new nav bar and test but it’s not working as well… Please help

If you click my website, it’s not working… It works in preview mode idk why

I can also see both nav bar and footer working fine on the published site.
Maybe it’s a problem on your browser. Have you tried on another?
