No multi level menu? No List menu either?
A menu doesn’t have to be a list. Being a Nav is semantically more important so even if lists are very used for that, it’s not at all a necessity. That said you can build a nav with lists, and multi level too as you can nest lists.
Now for the multi level nav, simply nest dropdown elements.
