Linear gradient not appearing over image

Working on a storefront layout for a client and I want to create some hover over effects on each of the image files. I’ve created a DIV block and set the BG image with a linear gradient overlay, but the gradient doesn’t appear.

I’m guessing this may have something to do with the BG image being called from a CMS collection. Could someone help me out here?

I also am looking for a way to have a color overlay on a collection image. this seems like a common thing, surprised its not easier.
