Issue not being able to scroll back up

I am having issues on multiple sites with my scroll. Currently on my main site its doing it on my project pages.

If you try scrolling down you cant seem to scroll back up.

Not sure it it has to do with the sticky nav bars getting in the way or something annoying but I have tried so many ways to try to fix it and I just cant seem to figure it out. Mostly happens on mobile. Im using an iPhone and safari

Any Ideas?
