Still an issue for me.
Attached a screen grab. You can see when I select the initial state directly in the Designer it will appears correctly (with opacity set to 0%). If I then select the next step and then click back using the previous step button, it appears incorrectly (showing opacity at 100%). I tried 10 other things to override it before discovering this thread.
