Image won't render at 100% opacity

I’m trying to paste a PNG image on my page. I wanted it to extend over an HMTL iframe, so I have a negative margin. However, the image is slightly transparent, and I cannot figure out why. The original image file is 100% opaque and I have checked all the image settings.

Is there a reason the HTML section would make anything overlaying it transparent?
