Image hover - coloured overlay

Hi there,

I’m trying to achieve a coloured image overlay such as on this site. However, I can’t seem to figure out how it’s done. Does anybody know how to achieve this? It seems to be a combination of a colour and possibly a contrast or second darker colour as well.
