I am trying to build a reference page and would like to know to make one button highlight or pop a small portion of an image on the page.
Could someone please help me out this?

In general terms you need to select your button element and add an interaction on it…
Then when you edit the interaction you can ‘change target’ so any animations happen to the ‘other’ element - ie the highlight/popped element.
Ideally if you can post an example you’ve seen elsewhere, or a design mock-up you have, the community can offer more focused advice
