In the US, Europe, Asia/Pac, and much of South America, most people have a mobile phone with at least 3G capability.
Most places with reliable landline capability will have low-cost DSL like services available.
The rules change dramatically if you’re referring to parts of the 3rd world, but Starlink, and Google’s internet balloons ( did they launch? ), make it possible even if it’s not affordable for many.
If you’re trying to answer a specific question like “Which homes in France have fibre connections” then you need to check with the local fibre provider, usually they’ll have a service and a database that makes it possible to lookup a specific address and determine what level fibre connection it has, or when that part of the city will be upgraded.
