How to integrate a PopUp/Layover Field that appears when scrolling?

Hello everyone,
I’m want to integrate a Newsletter Form into my website, like Pebble uses it:

When you scroll down on the Homepage the Form appears.
Does anybody have a clue how I can integrate that into my own website?

Basically, design the popup as you want it to appear, hide it, then bring it again using “Affect other element” feature of interactions.
