How to build inquiry cart function without payment on CMS Plan?

Hi Everyone,

This is Jerome,
I wonder is there a free way to build inquiry cart function like this?

  1. Add products to cart
  2. Visitor send inquiry
  3. When no products in the cart, it shows your inquiry basket is empty!
    No need to add payment, or ecommerce system.
    No need to login.

If you don’t need any login system, neither any way to server side save the cart enquire, sure you can, but you need to code it with javascript and localstorage

I do not know any code, could you advise how much for this? And I am willing to pay.
