How i make less of a delay when scrolling from section to section?

How i make less of a delay when scrolling from the section with the horizontal scroll " Tailored strategy to reach your goals" to the part under it which is the testimonial. as you can see its quite a delay to reach that section. Any help is greatly appreciated.
