Hide a DIV based on cookie session after closed by user

Hi all, I am trying to set a session-based cookie on a dismissable banner.

Once the user closes the banner, I would like to keep it hidden for the user until cookies have been refreshed or deleted. Can anyone help me with the custom script that is needed to make this happen?
