I’d like to add a spinner to my site that appears while we wait for a user login info. Only trouble is that elements that begin as hidden don’t seem to be published - is there a way to enable that?

Visibility hidden tells Webflow not to publish that item into the HTML.
In your case, your Button Small 2 item and DisplayMask are both excluded in this way.
Most likely you’re wanting to use Display: none instead;
