Help w Google Tag Manager - Tags Not Fired for certain pages

Need help with Google Tag Manager. For whatever reason, Tags do not work on certain pages but work for others.

See here it says not fired:

Code inserted correctly:

1. in customer code
2. 2nd part of the code in HTML embed element right at the top in the body.

I am testing the link click for the About Us page, which is not working. See picture below:

Any suggestions? What am I doing wrong?
