Form buttons and extra spacing - Will pay someone for their time to teach me

I am unable to get my “Get Free Quotes” links connected to my Quote Form. I’m having the issue with the website and mobile version. Any help would be appreciated.

I am also not able to get the extra space taken off of the website or mobile version. I don’t want to be able to scroll right.

Ps. Sorry if it sounds like I am a beginner… I am very new to web design.
