Flexbox horizontal displaying incorrectly as flexbox vertical. I'm going to pull my hair out

My dashboard wrapper is CLEARLY set to horizontal but when i publish the site or view the site within the designer, it displays the same as if “wrap” or “Vertical flex” were selected. I’ve tried everything I can think of but I cant fix this bug.

And of course I figure it out directly after posting the question, after 2 hours of clicking around.

For anyone in the future who may see this:

The problem was my page load interaction was setting my dashboard content wrapper as a display block. This was fine for all pages except for this page in particular, since this page needs to be horizontal flex…
