Fixed navbar with not fixed banner on top

Hi there,
I have a fixed navbar and I would like to add a banner on top of it, but it shouldn’t be fixed.
If you take a look at this example you will understand the behavior. Specify | Pricing.

Any ideas? Should the banner be inside the Navbar div?

You can mimick the exact same behaviour by inspecting their code. The banner is outside the navbar, and the navbar is not fixed, is sticky
