Fixed heading and hover text

I am looking to permanently fix the my header and the intended text element (that should appear if you hover over it) to every page - anyway to achieve this?

I’ve got an overall link block on everything because I wanted the background images to change once clicked upon (this might be a problem).

Hope there’s a way to achieve this!
